The President of India notifies the list state by state under Article 342 of the constitution. Listed communities receive reserved seats in parliament and state assemblies, reserved places in education and government jobs, and legal protections for land. Over 700 communities are notified, and the 2011 census counted about 104 million people, or 8.6% of India's population.
