PESA Act

A 1996 Indian law that gives village assemblies in Fifth Schedule areas power over local resources and decisions.

Also called: Panchayats (Extension to Scheduled Areas) Act, 1996, PESA

PESA extends local self-government to tribal Scheduled Areas while respecting custom. It makes the gram sabha, the assembly of all adult villagers, the main decision-making body. The gram sabha must be consulted on land acquisition and has a say over minor forest produce, village markets and local plans. How fully it is applied differs from state to state.
